Step 1 - Starting Out
Create a new document. Make it 200x100px, and change the background color from white to a light blue (I use #E0F7FF in mine.) Step 2 - Adding the Shape
Select the custom shape tool, and on the drop-down shape chooser, select the shape highlighted. Click on the little shape icon in the top bar, and then change the Custom Shape Options to a fixed size of 75x75px just like in the image. Next, smack the shape in your image. Step 3 - Align the Shape
Hold down ctrl, and select both of your layers (click the shape layer first.) Next, select the Mover tool, and then align the shape by hitting the buttons highlighted in red. Step 4 - Duplicate and Cut Shape
Duplicate the shape layer. Next, hold down shift and move it all the way to the right side of the image. Create a 75x38 selection with the rectangular marquee tool. Place it in the bottom-right corner just like in the image. Then right-click on your mouse, and select "Layer via Cut." This will cut the right shape into two parts, one top and one bottom. Step 5 - Align Shape
Take the bottom part of the second shape, and while holding down shift, move it to the top of the image. Step 6 - Align Shape Continued
Take the other part of the shape, and align it to the bottom of the image. Step 7 - Blending Change
Change the blending mode of all the shape layers to "Overlay." This will make it have a light blue color. Step 8 - Positioning.
Move the 2nd shape's two parts to the left about half-way. This will make the repeat nice and clean. To make it a pattern, go to Edit»Define Pattern, and name it something, and hit ok. Now you can use this pattern with the "Paint Bucket" tool. Just selected Patterns instead of Foreground on the drop-down menu, and choose the pattern. Conclusion
