Step 1 - Beginning the Work
Open an image you want to apply the effect to. I'll be using this image. Step 2 - Applying the Blur
Duplicate the main layer, and then apply a Gaussian Blur filter. (Filter»Blur»Gaussian Blur) Step 3 - Layer Settings
Set the Gaussian Blurred layer's blending mode to "Lighten." Now your image should look like below. If you don't like your outcome, make the Gaussian blur stronger or weaker to get different effects. End! Job well done! :)
