Step 1 - Starting out
Make a new 1000x245 document. Fill the background with a nice brown color.
Step 2 - Drawing Out the Line
Create a new layer. Then take out the "Pen Tool", and draw a curvy line like you did in the RetroVectorBanner tutorial. Make it look similar to the picture below.
Step 3 - Stroke the Line
Click the foreground color square. Change the color from that brown to a bright blue/green color. Now with that color selected, right click the line you made with the "Pen Tool", and click on "Stroke Path." Make sure your brush size is 12px, or else the line might not show up as well, or be greater than wanted.
Step 4 - Duplicating, Darkening, and Repeating
Duplicate the stroked line layer you just made, and then move it down using the "Selection Tool." Move it as far as you can without having the brown show up in between the two. Next, on the new layer you just made, hit ctrl+u. Change the "Brightness" setting's value from 0 to -10. Repeat this process 6 more times, only with the new layers you make.
Step 5 - Merge and Flip
Click the top stroke layer. Then hold down shift, and click the bottom stroke layer to highlight all of the lines you made. Then hit "Ctrl+E" on your keyboard to merge them down into one layer. Next, duplicate that layer, and then go to Edit»Transform»Flip Horizontal.
Step 6 - Moving on Down with New Color
Move both layers down until they reach the bottom of the image. Click the bottom layer, and then hit "Ctrl+U." Change the hue to -150 to get an orangey color. Then create a new layer that goes under all the layers except the background.
Step 7 - Shadow
Take out the "Gradient Tool", and on the new layer make a nice shadow effect by clicking at the topmost area, and dragging down to the highest point on the wave. Check the image to compare your result.
Step 8 - Pen Outline
Use the pen tool to make a wavy outline like the one below. Use the process previously used to make this line. Be sure to follow the wave as much as possible.
Step 9 - Text
Select the "Text Tool," and hover over the line you just made with the pen tool. Once more, notice the icon that shows up when you hover over the line. Click on it, and then type your text. i'll be using "UpUp Media Site Header" in my example.
End! Job well done! (Sources)
